Shell announces large deep-water discovery in Gulf of Mexico
Shell Offshore Inc. (“Shell”) today announced one of its largest U.S. Gulf of Mexico exploration finds in the past decade from the Whale deep-water well. The well encountered more than 1,400 net feet (427 meters) of oil bearing pay. Evaluation of the discovery is ongoing, and appraisal drilling is underway to further delineate the discovery and define development options.
“Deep water is an important growth priority as we reshape Shell into a world-class investment case,” said Andy Brown, Upstream Director for Royal Dutch Shell. “Today’s announcement shows how, through exploration, we are sustaining a strong pipeline of discoveries and future projects to sustain this deep-water growth.”
Whale is operated by Shell (60%) and co-owned by Chevron U.S.A. Inc. (40%). It was discovered in the Alaminos Canyon Block 772, adjacent to the Shell-operated Silvertip field and approximately 10-miles from the Shell-operated Perdido platform.
“Whale builds on Shell’s successful, nearly 40-year history in the deep waters of the Gulf of Mexico and is particularly special in that it offers a combination of materiality, scope and proximity to existing infrastructure,” said Marc Gerrits, Executive Vice-President Exploration for Royal Dutch Shell. “The result is another opportunity to think differently about ways we can competitively develop deep-water resources.”
This major discovery in a Shell heartland adds to the company’s Paleogene exploration success in the Perdido area. Through exploration, Royal Dutch Shell has added more than one billion barrels of oil equivalent resources in the last decade in the Gulf of Mexico.
Shell currently has three Gulf of Mexico deep-water projects under construction – Appomattox, Kaikias, and Coulomb Phase 2 – as well as investment options for additional subsea tiebacks and Vito, a potential new hub in the region. The Shell group expects its global deep-water production to exceed 900,000 boe per day by 2020, from already discovered, established areas.

Wiebes: Overeenstemming over nieuw schadeprotocol Groningen
Bewoners in het aardbevingsgebied kunnen vanaf 19 maart terecht bij één loket voor de volledige afhandeling van schade aan huizen en gebouwen als gevolg van de gaswinning in Groningen. Hiervoor wordt de Tijdelijke commissie mijnbouwschade Groningen ingesteld die onafhankelijk van de NAM en de overheid beslissingen neemt over de oorzaak van de schade en de schadevergoeding. Behalve nieuwe schades gaat de Commissie ook alle schademeldingen afhandelen die sinds 31 maart 2017 zijn ingediend. Daarnaast krijgen de openstaande schademeldingen van vóór 31 maart 2017 een passende oplossing aangeboden.
Dat staat in het Protocol mijnbouwschade Groningen waarover de provinciale en gemeentelijke bestuurders in Groningen vandaag overeenstemming hebben bereikt met het kabinet. De Groninger Bodembeweging en het Groninger Gasberaad zijn actief en constructief betrokken geweest bij de totstandkoming van het schadeprotocol. Beide organisaties leggen het akkoord met een positief advies voor aan hun achterban.
Met het nieuwe protocol wordt de schadeafhandeling volledig publiekrechtelijk georganiseerd. Dat betekent dat individuele schademelders geen zaken meer hoeven te doen met de NAM. Alle schademeldingen worden voortaan individueel behandeld en beoordeeld door de onafhankelijke Commissie die ook de hoogte van de schadevergoeding vaststelt. De overheid keert de schadevergoeding uit en verhaalt de kosten op de NAM die aansprakelijk blijft voor de schade als gevolg van de gaswinning in Groningen.
Bij het Centrum Veilig Wonen (CVW) zijn sinds het einde van het oude schadeproces op 31 maart 2017 meer dan achtduizend schademeldingen geregistreerd. De Commissie neemt al deze zaken over. De schades worden voortvarend opgepakt. Zo worden reeds verrichte onderzoeken door de commissie meegenomen bij de verdere afhandeling. Ook de nog openstaande schademeldingen bij de afdeling complexe schade van de Nationaal Coördinator Groningen gaan over naar de Commissie.
De ruim zesduizend openstaande schademeldingen van vóór 31 maart 2017 krijgen een passende oplossing. Het gaat om bewoners die vanwege discussies over aansprakelijkheid al lang wachten op afhandeling van hun schade. Met NAM is afgesproken dat deze zaken uiterlijk voor 1 juli 2018 moeten zijn afgehandeld, hetzij door ze op te lossen, hetzij door een redelijk eindbod te doen. Bovenop het aanbod Schone Lei stelt NAM hiervoor 50 miljoen euro extra beschikbaar. NAM zal maandelijks aan minister Wiebes van Economische Zaken en Klimaat rapporteren over de afhandeling.
Het nieuwe protocol voldoet volgens de betrokken partijen aan de vooraf gestelde voorwaarden om te komen tot een onafhankelijke en ruimhartige schadeafhandeling die recht doen aan de gedupeerden. Alle partijen hopen dat hiermee een eerste stap wordt gezet naar herstel van het geschonden vertrouwen in de regio. Het nieuwe schadeprotocol is onderdeel van een brede aanpak van de problemen door de gaswinning in Groningen. In april wil het kabinet met de regionale bestuurders en de maatschappelijke organisaties een akkoord sluiten over de verbeterde aanpak van de versterkingsopgave en over samenwerking aan een nieuw toekomstperspectief voor Groningen.
De nieuwe Commissie gaat aan de slag tot de oprichting van het onafhankelijke Instituut Mijnbouwschade dat is aangekondigd in het regeerakkoord. De Commissie krijgt bij haar werkzaamheden ondersteuning van de Rijksdienst voor Ondernemend Nederland (RVO) die de taken overneemt die tot nu toe door het CVW worden uitgevoerd. Zo zal RVO in opdracht van de Commissie de registratie van schademeldingen verzorgen en de onderzoeken door schade-experts aansturen. Ook de schadevergoedingen worden door RVO uitgekeerd. De nieuwe werkwijze vergt grote organisatorische aanpassingen op korte termijn. Daarom vragen de opstellers van het protocol om begrip als de dienstverlening in het begin trager verloopt dan gewenst.
In het schadeprotocol is vastgelegd dat de Commissie haar eigen werkwijze bepaalt. Uitgangspunt zijn de normen voor schadevergoeding uit het Burgerlijk Wetboek waarin ook de omgekeerde bewijslast bij aardbevingsschade in Groningen is vastgelegd. De Commissie beoordeelt individuele zaken op inhoudelijke gronden, ongeacht de omvang of geografische locatie. Aan iedere schademelding wordt een zaakbegeleider toegewezen die de schademelder bijstaat in de procedure bij de Commissie door uitleg en informatie te geven over bijvoorbeeld het advies van de deskundige, het besluit van de Commissie en de procedurele mogelijkheden.
Hoor en wederhoor staat centraal in de nieuwe schadeafhandeling. De Commissie wijst onafhankelijke deskundigen aan voor het beoordelen van de schademelding. De melder kan in alle gevallen bezwaar maken tegen de aangewezen deskundige. Als blijkt dat de deskundige inderdaad niet voldoet aan de kwaliteitseisen of de eisen van onpartijdigheid, wijst de Commissie een andere deskundige aan. Omdat de schadeprocedure voortaan volledig publiekrechtelijk wordt uitgevoerd, kunnen schademelders ook bezwaar en beroep aantekenen tegen het besluit van de Commissie. Hiervoor wordt een aparte Tijdelijke commissie bezwaarschriften mijnbouwschade Groningen ingesteld. De leden van beide commissies zullen worden benoemd door de minister van Rechtsbescherming.
Gelet op de rol van gasopslag Norg in Drenthe in het systeem van de levering van Groningengas is besloten dat ook bewoners in de omgeving van Norg zich met schade kunnen melden bij de Commissie.

Sweden's EU membership entails monthly contributions to the EU's budget. These payments are made in Swedish kronor by the Swedish government and exchanged into euro in the foreign exchange market by a recipient central bank within the EU.
The Riksbank has decided to exchange an EU payment in February 2018. The total amount is SEK 4 363 million. The Riksbank has on previous occasions exchanged EU payments to avoid unnecessarily large fluctuations in the exchange rate in connection with these transactions.
These exchanges do not have any monetary policy purpose. The effect on liquidity in the banking system is neutralised by means of FX-swaps. The Riksbank intends to repurchase the corresponding euro amount in the foreign exchange market within two months.

Boeing Reports Record 2017 Results and Provides 2018 Guidance

The Boeing Company [NYSE: BA] reported fourth-quarter revenue of $25.4 billion with GAAP earnings per share of $5.18 and core earnings per share (non-GAAP)* of $4.80 reflecting record deliveries and strong performance, as well as favorable tax reform of $1.74 per share (Table 1).
Revenue was $93.4 billion for the full year reflecting deliveries mix with GAAP earnings per share of $13.43 and core earnings per share (non-GAAP)* of $12.04 reflecting strong execution and favorable tax reform.
"Across Boeing our teams delivered a record year of financial and operational performance as they focused on disciplined execution of production and development programs, growing services, and delivering value to customers," said Boeing Chairman, President and Chief Executive Officer Dennis Muilenburg. "That performance enables increased investments in our people and our business, and greater cash return to shareholders."

Operating cash flow in the quarter of $2.9 billion was driven by strong operating performance (Table 2). During the quarter, the company repurchased 6.7 million shares for $1.7 billion and paid $0.8 billion in dividends. For the full year, the company repurchased 46.1 million shares for $9.2 billion and paid $3.4 billion in dividends. Based on strong cash generation and confidence in the company's outlook, the board of directors in December increased the quarterly dividend per share by 20 percent and replaced the existing share repurchase program with a new $18 billion authorization. Share repurchases under the new authorization are expected to be made over the next 24 to 30 months.
Cash and investments in marketable securities totaled $10.0 billion, unchanged from the beginning of the quarter (Table 3). Debt was $11.1 billion compared to $10.8 billion at the beginning of the quarter.
Total company backlog at quarter-end was $488 billion, up from $474 billion at the beginning of the quarter, and included net orders for the quarter of $40 billion.
Commercial Airplanes fourth-quarter revenue increased to $15.5 billion on higher planned delivery volume and mix (Table 4). Fourth-quarter operating margin increased to 11.5 percent, reflecting strong execution.
During the quarter, Commercial Airplanes delivered a record 209 airplanes and the 787 program rolled out the first 787-10 airplane expected to deliver to launch customer Singapore Airlines. The 737 program delivered 44 MAX airplanes during the quarter and has captured over 4,300 orders since launch for the 737 MAX, including a recent order from flydubai for 175 airplanes. Development on the 777X is on track as production began on the first 777X flight test airplane this quarter.

Defense, Space & Security fourth-quarter revenue increased to $5.5 billion primarily on higher weapons deliveries, and fourth-quarter operating margin was 10.0 percent (Table 5).
During the quarter, Defense, Space & Security signed a contract with the U.S. Air Force to provide 36 advanced F-15 fighter aircraft to Qatar. The KC-46 Tanker program received a contract to provide the first international KC-46 Tanker to Japan and received FAA certification for the 767-2C aircraft, verifying that the fundamental design of the KC-46 Tanker is safe and reliable. Additionally, we continued to make progress on the Commercial Crew program as we successfully completed Design Certification Review, which is a requirement prior to docking with the International Space Station.
During the quarter, Global Services was awarded a contract for F-15 Qatar Sustainment, signed an agreement with All Nippon for the 787 landing gear exchange program, and India selected BGS for P-8I Poseidon training. Global Services began flight testing on the first 737-800 Boeing Converted Freighter and received an order from GECAS for seven conversions. We continued to expand our digital solutions as a key enabler for growth, with our portfolio reaching around $1 billion of annual revenue in the quarter.
At quarter-end, Boeing Capital's net portfolio balance was $3.0 billion. Total pension expense for the fourth quarter was $105 million, down from $434 million in the same period of the prior year. Revenue in other unallocated items and eliminations increased primarily due to timing of eliminations of intercompany aircraft deliveries, including those accounted for under operating lease. Earnings attributed to other unallocated items and eliminations decreased primarily due to higher deferred compensation. The effective tax rate for the fourth quarter reflects the Tax Cuts and Jobs Act enacted into law in December 2017, which reduced income tax expense by $1,051 million and increased fourth-quarter earnings per share by $1.74, primarily due to the remeasurement of our net U.S. deferred tax liabilities to reflect the reduction in the federal tax rate from 35% to 21%.

Eurozone inflation rate dropped to 1.3% in January, with core inflation slightly up to 1%. However, inflation outlook remains subdued despite the strong economy
The eurozone economy may be enjoying its best growth in a decade but there are few signs that’s fueling inflation.
In fact, figures Wednesday from the European Union’s statistics agency show annual consumer price inflation across the 19-country bloc fell to 1.3% in January from the previous month’s 1.4%.
The January rate is the lowest since July and suggests the rising euro has weighed on prices by lowering import costs

There is little pressure to accelerate tightening; it is highly likely a more or less dovish FOMC meeting.
No great shakes for the US-Dollar are expected.
BP today announced two new exploration discoveries in the North Sea.
The discoveries are Capercaillie, in Block 29/4e in the Central North Sea, and Achmelvich, in Block 206/9b west of Shetland. BP is 100% owner of Capercaillie and the Achmelvich well partnership comprises BP (operator, 52.6%), Shell (28%) and Chevron (19.4%).
Both wells were drilled by the Paul B Loyd Junior rig in Summer 2017.
The Capercaillie well was drilled to a total depth of 3,750 metres and encountered light oil and gas-condensate in Paleocene and Cretaceous-age reservoirs. The well data is currently under evaluation. Options are expected to be considered for a possible tie-back development to existing infrastructure.
The Achmelvich well was drilled to a total depth of 2,395 metres and encountered oil in Mesozoic-age reservoirs. Evaluation and interpretation of the well results is ongoing to assess future options.
Mark Thomas, BP North Sea Regional President said: “These are exciting times for BP in the North Sea as we lay the foundations of a refreshed and revitalised business that we expect to double production to 200,000 barrels a day by 2020 and keep producing beyond 2050.
“We are hopeful that Capercaillie and Achmelvich may lead to further additions to our North Sea business, sitting alongside major developments like Quad 204, which came onstream in 2017, Clair Ridge, due to come into production this year, and the non-operated Culzean field, expected to start-up in 2019.”
Zorgfraude! Doorzoekingen in onderzoek naar declaratiefraude aan ongeveer 1.000.000 euro
De recherche Zorgfraude van de Inspectie SZW doorzocht gisteravond twee kantoren van zorgaanbieders. Ook de woningen van twee voormalige bestuurders van deze zorgaanbieders zijn doorzocht. Dat gebeurde in een strafrechtelijk onderzoek naar oplichting en fraude met declaraties voor zorg. Er is administratie in beslag genomen.
Behalve twee zorgaanbieders die medische zorg, medisch specialistische zorg en abortuszorg verleenden, zijn ook de twee voormalige bestuurders als verdachte aangemerkt. Het vermoeden is dat de twee zorgaanbieders een afspraak hadden gemaakt om bij zorgverzekeraars duurdere behandelingen te declareren dan dat toegestaan was. Hiernaast heeft de zorgaanbieder die abortuszorg verleent vermoedelijk meer subsidie ontvangen dan waar deze recht op had. De verdenking is valsheid in geschrift en oplichting in de periode van 2010 tot en met 2016.
Het nadeel door de vermoedelijke fraude wordt geschat op meer dan 1.000.000 euro. Het onderzoek door de recherche Zorgfraude is in november gestart.
Zorgfraude kan zorgstelsel ondermijnen
Declaraties van behandelingen in de zorg gaan vaak rechtstreeks naar de zorgverzekeraar. Patiënten kunnen via de websites van hun zorgverzekeraar zelf de declaraties van hun zorgaanbieders bekijken. Door die te controleren en eventuele fouten te melden bij de zorgverzekeraar kan mogelijke fraude door zorgaanbieders worden ontdekt.
In Nederland hechten we aan goede gezondheidszorg. Een groot deel van de Nederlandse begroting wordt daar aan besteed. Het is belangrijk dat geld dat bestemd is voor zorg, ook aan zorg besteed wordt. Fraude met zorggelden kan ons zorgstelsel ondermijnen. Daarom treden overheid en ketenpartners hier tegen op.
